harlottesville has a Council-Manager form of government. The voters elect a five-member City Council, which is the city's governing body. From the Council, members select a Mayor and Vice-Mayor to lead meetings, make special appointments and be the ceremonial head of the city government. The Council also appoints important staff members, such as the City Manager and members of boards and commissions.

It has the right to make policy decisions relating to planning, finance, transportation, public safety, etc. It can pass ordinances (laws), collect taxes, borrow and spend money and pay public debts. The City Council holds regular public meetings twice each month, on Monday evenings at 7:00 in City Hall. Citizens can address the meetings and can communicate with City Council in writing to express their ideas.
